V.Section2.C.3.b. Scope The Faculty Affairs Policy Committee shall be concerned with policy relating to faculty welfare (e.g. authorities, responsibilities, rights, recognitions, privileges, and opportunities), which includes, but is not limited to, policies relating to academic freedom, workload, compensation, recruitment, retention, promotion, tenure, recognitions, development, and instructional support. This committee also provides advice, as appropriate, on procedural matters that affect the welfare of the faculty

I.Section2. The University Senate exists to promote and implement effective shared governance at the university.  It is expressly charged with recommending academic and institutional policy.  In addition to its policy recommending responsibility, the University Senate serves in an advisory role to the administration, particularly in the implementation of policy or improvement of processes that have broad institutional impact or implications, including but not limited to planning and budgetary processes.  The University Senate strives to be mindful and respectful of matters that are more appropriately handled at the divisional, college, and department levels, but may make recommendations concerning matters within these areas that have broader institutional impact or implications.

V.Section2.C.  Standing Committees.  These committees shall have the following three functions (a) develop recommendations for new policy, (b) develop recommendations that revise existing policy, and (c) serve in advisory role, each applied in a manner consistent with the purposes and powers of the University Senate expressed in Article I.  The inclusion of an appropriate chief division officer or designee is to improve committee effectiveness through communication and coordination with an appropriate administrator who has authority and responsibility for policy implementation in the general area addressed by the committee.

    1. Academic Year Faculty Availability in the Summer

      • Update (if any) on closure on the review of letters for language on summer faculty service by deans and department chairs.

      • Update (if any) on Motion 1 (14 Jan 2011 meeting): To recommend that the Provost instruct all academic administrators that no faculty member be required to perform duties while not under contract. Further, that refusal by a faculty member to perform tasks while not under contract shall not be considered during the tenure application process, annual evaluations or merit increase decisions.

    2. Summer Pay Tax Withholdings / Extra Compensation

      • Update (if any) on extra compensation implementation in light of the new ruling recently received by Chief Academic Officers of the USG

      • Ms. Susan Allen will be present to field questions.

      • Motion 2 (14 January 2011) with committee consideration postponed to 4 February 2011 meeting

        • Motion 2: The Provost request that pay dates for Maymester, Summer I and Summer II coincide with the end of each term.

    3. Student Opinion Surveys Concern - Student Participation Rate

      • Update on Provost shall ensure that all faculty receive appropriately detailed information about the observed reduction in the participation rates for student opinion surveys since conversion to an on-line collection system and the actions that are planned to address this concern action from 12-03-10 meeting

      • Update (if any) on Provost shall review how SOS narratives are being managed and disseminated to faculty action from 12-03-10 meeting

      • Update by Committee Chair on sharing Motion 1 with ECUS at 21 Jan 2011 meeting for steering where Motion 1: To recommend that Student Opinion Surveys be administered to all classes with ten or more students. from 12-03-10 meeting

      • Update (if any) on Motion 2: To recommend to the Provost that standard language be developed that will appear on all course syllabi to inform and encourage students to participate in completing Student Opinion Surveys from 12-03-10 meeting

    4. Desk Copies

      • Update (if any) on the committee charge to its chair to "pass on to Provost Jordan constituency recommendations for alternatives to reselling desk copies provided by publishers."

        • At the 21 January 2011 joint meeting of the Executive Committee and Standing Committee Chairs:  There was general agreement that item k, specifically “selling unwanted desk copies and donating the proceeds to a department foundation account,” is a violation of the BoR policy that includes language to “disallow faculty to resell sample texts provided by publishers.”  There was a recommendation to remove item k from the list of FAPC recommendations prior to wider circulation.
