To
recommend that the supporting document entitled "University Senate
Bylaws, DRAFT for University Senate Review 01-10-07" replace the
existing University Senate Bylaws.

- Article VI. Changes to these Bylaws
Any proposed changes to these bylaws must be submitted to the Executive
Committee and must have the written support of at least five (5)
University Senators. The Executive Committee shall make a report and
recommendation to the University Senate regarding the proposed change. A
motion shall be made regarding the disposition and postponed until the
next meeting. A change shall be adopted with a majority of those
eligible to vote favoring adoption and upon approval of the University
President.

- MOTION TEXT:
To adopt the following language as the University
Policy on Priority Registration: Student groups will be considered
for priority registration by the Registration Task Force annually.
In order to be considered, students must demonstrate that the
absence of priority registration would cause an obvious hardship due
to a university related activity, and not related to employment.
Students with special needs will receive priority registration if it
is included in their recommendation for accommodations. All student
groups must apply for priority registration prior to the deadline
established by the Registration Task Force. The priority
registration roster will be reviewed regularly for accuracy.
Subsequent requests from student groups will be reviewed annually.
- As amended by SAC on February 26, 2007: To
adopt the following language as the University Policy on Priority
Registration: Priority registration allows student groups to be
granted permission to register at the beginning of the registration
queue. In order to be considered, student groups must participate in
a university sanctioned activity that significantly benefits the
university and must demonstrate that priority registration is
necessary for the students to successfully participate in the
activity and achieve their academic goals. In addition, individual
students with special needs will receive priority registration
providing that it is specified in their recommendation for
accommodations.

- MOTION TEXT: To adopt as
policy the proposal for Faculty and Staff Equipment and Software
Acquisition Policy as specified in the Main Supporting Document and
to endorse the procedural recommendations of the University Services
Committee.

(Library Collection
Budget Support)
- MOTION TEXT: In order for
faculty and students to realize the university vision ("The faculty
are dedicated to challenging students and fostering excellence in
the classroom and beyond. GCSU seeks to endow its graduates with a
passion for achievement, a lifelong curiosity, and exuberance for
learning.") it is necessary that the faculty and students be given
access to the proper resources. Hence, if the library collections
budget per student cannot attain the average level of all COPLAC
institutions, departments may charge a course fee in accordance with
USG BOR policy 704.0225: OTHER ELECTIVE FEES AND SPECIAL CHARGES. A
committee of department faculty and majors within the department,
whose composition must have at least 50% student representation,
shall determine the processes and procedures associated with the
fee. The fee plus the GCSU Library collections budget per student
for the library may not exceed the library collections budget per
student of the average level of all COPLAC institutions.
