Fellow USB&GCC committee members,

I have updated the message that I sent on 02-08-06 to include the recently drafted documents relevant to the bylaws revision.

At our 02-08-06 USB&GCC meeting,  I was asked to supply the USB&GCC committee with
background information on the bylaws.  Here it is.  Let me know if you require further clarification. -craig

#2.UPDATE) This list of questions has been reviewed and updated to include items that have come up since its creation during the 2005-2006 academic year.  Further, the questions were then clustered into categories (attendance, committee composition, etc), and then further refined to give a starting point that identifies categories of complexity (Level I <housekeeping, calendar, efficiency of business> , Level III <complex issues requiring broad review> and Level II <between Level I and Level II>)  The updated set of questions is available here http://info.gcsu.edu/intranet/univ_senate/USBGCC/BylawsQuestions03-05-06.doc

#3)  3)  The current University Senate Bylaws (in html format but includes links to pdf and word versions).  Note there is the issue of
standing committee chair election timing scheduled for action at the Feb 2006 University Senate meeting.

#3.UPDATE) At its 01-30-06 meeting the Senate discussed and tabled the motion (as the bylaws revision process requires) and at its 02-27-06, the motion passed and was recommended to President Leland for approval.

#4) Statutes Residue:  As the statutes were revised during the 2004-2005 calendar year, they were shortened from approximately 18 pages in length to 4 pages in length.  The portions of the statutes that were removed during this process are collectively identified as statutes residue.  These items are identified in the Policy and Procedure Parking Lot (attached as PPPL 06-22-05) and a subset of these items were
collected into a standing operating agreements document (attached as SOA 06-22-05).  The SOA's are items from the Statutes Residue that the 2004-2005 Statutes and Bylaws Team felt needed to be continued in some official university document rather than become recycled electrons.  One issue in particular was the procedure for Tenure and Promotion decisions (as T&P decisions would be made during 2005-2006, it would be a mistake to lose the T&P Procedure that had been in the 18 page Statutes).  The determination of where specifically to house these SOA's was deferred to President Leland.  President Leland did receive these documents at the 06-22-05 ECUS meeting and did identify locations for all the statements in the SOA document during June/July 2005.  Some of the Statutes Residue may belong in the University Senate Bylaws.
