My fellow University Senators,


The Executive Committee has the responsibility each year to apportion 34 of the 37 elected faculty positions to the academic schools and the library. The remaining three elected faculty positions are at-large. According to the University Senate bylaws, we must provide the apportionment report to you by October 1.  


This year we continued a long-standing university senate tradition of using the Huntington-Hill Apportionment Procedure (the procedure in use by the United States Congress since 1941) based on the numbers of faculty in the corps of instruction list, obtained from Academic Affairs. In the past, vacant lines where a search is underway have been counted in the corps of instruction, and we continued that practice this year. 

   

 

According to the senate bylaws 

(http://info.gcsu.edu/intranet/univ_senate/bylaws.htm#II), each area is already apportioned a minimum of one senator.  Using the Huntington-Hill method to apportion the remaining 29 senators, we arrived at the following elected faculty positions apportioned to each academic unit (school and the library).

    Number of 34 elected faculty positions apportioned: 2

Number of at-large elected faculty positions    3  


The number of apportioned senators per unit in 2008 is exactly the same as the number apportioned to each unit last year (2007). The number of at-large senators has increased this year by one, due to changes in the bylaws on the number of presidential appointees and at-large senators: See bylaws, II.Section1.A

Relevant University Senate Bylaws on Apportionment and the Corps of Instruction List are provided below.


II.Section2.A.  The election of the thirty-seven (37) members of the University Senate representing the Corps of Instruction shall proceed as follows:


II.Section2.A.1.  By September 15, of each academic year, the Executive Committee shall obtain from the Office of Academic Affairs a list of the faculty in the Corps of Instruction. This list shall also show the academic unit, School or Library, where each Corps of Instruction faculty member is assigned.  Using the faculty numbers represented on this list, the Executive Committee shall apportion thirty-four (34) of the University Senate elected faculty positions among the Schools and the Library. This apportionment shall be based on the percentage of the members of the Corps of Instruction assigned to each of the Schools and the Library. The remaining three (3) University Senate faculty positions shall be elected at large by faculty members in the Corps of Instruction. Only Corps of Instruction faculty members counted in the numbers for apportionment of senators are eligible to vote for the thirty-seven (37) University Senate faculty senators.


II.Section2.A.2.  The exact number apportioned to each School and the Library for spring elections shall be determined by the Executive Committee and announced to the University Senate by October 1. Each School as well as the Library must be apportioned at least one elected faculty senator position.
