Craig,

The replacement Senator elected yesterday is Rob Viau.  Although Jane will
continue her service at GCSU until the end of September, I have the
impression that she would be glad for Rob to begin his Senate service
immediately.  I don't believe I have the authority to determine a date. 

I'm copying both Rob and Jane.

Subject: Clarification on Eligibility and Voting for University Senator

There are some eligibility and voting procedure specifications in the University Senate Bylaws.  I
apologize for not getting these to you sooner and hope that you have not been inconvenienced by
my delay.  Let me know if you require further clarification of these statements.
**The two eligibility requirements to be an elected Senator are
        (1) be on the Corps of Instruction List and
        (2) have at least two years of service at GCSU.
**Senator elections shall take place in each academic unit by secret ballot after open nominations.
**Only Corps of Instruction faculty members are eligible to vote.

The Corps of Instruction list used to elect Jane was the one supplied for 2005-2006.
At that time, the following 30 English Faculty were on this list.  The given date is the
date of appointment and the last four characters are the rank
INST = Instructor
ASTP = Assistant Professor
ASOP = Associate Professor
PROF = Professor
Thus all these individuals (or their replacements) are eligible to vote.  All these individuals
with at least two years of service at GCSU (i.e. start date prior to 08/02/04) are eligible to
serve as a replacement Senator.

So for Valerie Andrews
The 40 indicates she was 40th on the School of Liberal Arts & Sciences List
The 1 indicates she was 1st on the English List
The SoLAS is the acronym for School of Liberal Arts & Sciences
The ENG is the abbreviation used for the Department of English, Speech and Journalism
The date indicates that Valerie Andrews was appointed on Aug 1, 2002
The ASTP indicates she held the rank of Assistant Professor when the list was produced. (Oct 1, 2005)

The relevant Bylaws and BOR definition of Corps of Instruction follows are cited here for your convenience.

BOR Policy Manual 302.02 CORPS OF INSTRUCTION  Full-time professors, associate professors, assistant professors, instructors, lecturers, senior lecturers, and teaching personnel with such other titles as may be approved by the Board, shall be the Corps of Instruction. Full-time research and extension personnel and duly certified librarians will be included in the Corps of Instruction on the basis of comparable training. Persons holding adjunct appointments or other honorary titles shall not be considered to be members of the faculty.

University Senate Bylaws Article II, Section 2.A.1. By October 1 of each academic year, the Executive Committee shall obtain from the Office of Academic Affairs a list of the faculty in the Corps of Instruction. This list shall also show the academic area where each Corps of Instruction faculty member is assigned. Faculty not assigned to one of the academic schools shall constitute a group of faculty hereafter referred to as the Library/General Division. Administrators who are members of the Corps of Instruction and serve on the University Senate by virtue of office shall not be included when calculating the apportionment based on this list. Using the faculty numbers represented on this list, the Executive Committee shall apportion thirty-four (34) of the University Senate elected faculty positions among the Schools and the Library/General Division. This apportionment shall be based on the percentage of the members of the Corps of Instruction (excluding administrators defined above) assigned to each of the Schools and the Library/General Division. The remaining two (2) University Senate faculty positions shall be elected at large by faculty members in the Corps of Instruction. Only Corps of Instruction faculty members counted in the numbers for apportionment of senators are eligible to vote for the thirty-six (36) University Senate faculty senators.

University Senate Bylaws Article II, Section 2.A.3.
The faculty of each School shall determine how the University Senate faculty senators are elected in their School and each Dean shall be responsible for carrying out the election by March 1 of each year or a date specified by the Executive Committee. The Executive Committee shall announce the results of the School Elections to the University Community within five (5) calendar days of March 1.  The Executive Committee shall conduct the election of at large University Senators and shall also conduct elections for University Senators from the Library/General Division.  The Executive Committee shall announce the results of these elections to the University Community no later than March 31.

University Senate Bylaws Article II, Section 1.A.2.  Elected faculty members must have at least two (2) years of service at Georgia College& State University at the time they take office and shall be elected for two (2) year terms. Faculty elections for the forthcoming academic year shall be held during the spring semester of the current academic year and shall take place in each academic unit by secret ballot after open nominations. It will be the responsibility of the Executive Committee to ensure that the terms for all academic units shall be staggered so that approximately one half of the University Senate membership changes in any given year. Elected faculty representation shall be limited to faculty in the Corp of Instruction.

University Senate Bylaws Article II, Section 1.A.3.
Terms of service shall begin with the call to order of the last University Senate meeting of the academic year. Vacancies that occur during a term of service shall be filled for the remainder of that term in the same manner as the original election or appointment.

Dean Rushing,
A replacement for Dr. Jane Rose on the University Senate will need to be elected.
The relevant University Senate Bylaw is cited below and indicates that the
replacement should be elected in the same manner as Dr. Rose was elected.
As you know, her resignation as a Senator and BPC member is effective Oct 4
with Sep 29 last work day.

The replacement will be elected to complete the current term of service from
April 2006 to April 2008, and will serve as a member of the Budget and Planning
Committee for the 2006-2007 academic year. In addition, in Spring 2007 this individual
will be able to express preferences for the committee on which (s)he would like to
serve for the 2007-2008 academic year

University Senate Bylaws, Article II, Section A.3. Terms of service shall begin with
the call to order of the last University Senate meeting of the academic year. Vacancies
that occur during a term of service shall be filled for the remainder of that term in the
same manner as the original election or appointment.

I want to let you know that I will need to resign from the University Senate. 
I have taken a position at the University of South Florida--Associate Dean of Arts & Sciences for the USF Sarasota Campus--so I will be leaving GCSU after September (last day Oct 4).

P. S.  Since Dr. Gormly has been away, her official announcement must wait until next week, but I have been informing colleagues, like you, who need to know.
