University Senate Bylaws Parking Lot
[Aug 2007] Elected Staff Senators (ESS) -- Gina Peavy and Staff Council are reviewing the passage regarding ESS and will make recommendations on the language there including the selection/election timeline and terms of service for the four staff senators.
[Aug 2007] Selected Student Senators (SSS) -- Ryan Greene and SGA are reviewing the passage regarding SSS and will make recommendations on the language there including the selection timeline for the two student senators and the SGA nominees to RPIPC and SAPC.
[May 2007] Presidential Appointees -- Tweak necessary. The issue is that there are six Presidential appointees named to the University Senate but only five slots on committees for presidential appointees. Possibilities include (1) a presidential appointee named to ECUS; (2) having one of the presidential appointees be a faculty member as is the case for 2007-2008 (Craig Pascoe) and then that individual would be eligible to serve on APC, CAPC, or FAPC, (3) having a third at-large faculty senator (this way with three year terms, there would be one at-large position elected each year), (4) some other arrangement.
[Aug 2007] Administrative Committees -- Continue discussion regarding the removal of the bylaws language in bylaws to get ECUS out of the registration business. This may go hand in hand with a senate resolution of the form "University President should arrange for a university official to maintain a list of committees and councils that have certain properties (details to be worked out), and make this list accessible to the University Community, the underlying goal being to make the committee work transparent and accessible so that appropriate members."
[Aug 2007] Combine the two organizational meetings of committees -- At this point there is no need to elect the chair at a separate meeting from the vice-chair and secretary. This would allow the possibility of an alternate use (or cancellation) of the organizational committee meeting in August.
[Aug 2007] Resignation -- Consider a formal resignation process for University Senators and non-senator committee members. At present there is no formal process to communicate the resignation and sometimes replacements are elected PRIOR to knowledge of the resignation.
[Oct 2007] Elected Faculty Senators -- During the substantive set of bylaws revisions during 2006-2007 the statement "Faculty elections for the forthcoming academic year shall be held during the spring semester of the current academic year and shall take place in each academic unit by secret ballot after open nominations." was deleted. The content of this statement could be reinserted as part of Article II Section 2.A.3. One possibility is to insert as a first sentence "Elections of faculty senators with terms of service beginning in the forthcoming academic year shall be held during the spring semester of the current academic year and shall take place in each academic unit by secret ball after open nominations." Consider also amending the current first sentence by including some clarity on what the faculty determine, perhaps it is more precisely an apportionment of elected faculty within their units (school/library) to subunits (departments) or at-large within the unit. In particular, if the election process is mandated within University Senate Bylaws to be implemented by secret ballot after open nominations, it is technically not the election PROCESS that the faculty are selecting, but the APPORTIONMENT of their N representatives, i.e. assigning to each of the elected faculty senator positions a subset of the unit as that position's constituency.

[Aug 2007] Consider operational definitions for procedure, information, concern, guideline, practice, exhibit. A starting point is the draft prepared late in 2006-07 by Craig Turner and shared with ECUS 2006-07 briefly and also used as a handout at the governance retreat on May 10, 2007.
