Subject matter reference (brief title):  Proposal for Fiscal Misconduct Policy

Issue:  The proposed policy affects the University's fiscal well-being.  Georgia College & State University currently lacks an explicit policy statement regarding its responsibility for maintaining professional standards in administrative operations, which includes preventing fiscal irregularities and related misconduct by implementing appropriate internal controls that provide security and accountability for state resources.  The University System of Georgia (USG) is implementing a System-wide mechanism for helping its college and universities to report suspected instances of fiscal and related misconduct and to improve internal controls that help manage risks.  As part of the implementation process, USG institutions must make appropriate policy and process changes and also provide relevant informational material.

Proposal to be considered:  Proposed Policy Statement:
Georgia College & State University is committed to the highest professional standards in administrative operations.   Administrative officers and managers are responsible for guarding against fiscal irregularities and related misconduct and for ensuring the proper stewardship of resources entrusted to the university. Employees and students found to have engaged in fiscal or related misconduct will be subject to appropriate disciplinary actions.
