RESPONSIBILITIES OF STANDING COMMITTEES AND OFFICERS
Standing Committee Chairs
Eligibility: Elected University Senators who are members of the standing committee
ByLaws Responsibilities: <will require review should proposed bylaws revisions be approved by US in Aug 06>
Present brief verbal committee report to University Senate at scheduled University Senate meetings (Article IV.Section2)
Submit this committee report to the Secretary of the Senate for inclusion in the minutes (Article II.Section3.B.6)
Transfer committee records to the following year's committee (Article IV.Section3.B)
Attend Executive Committee meetings as requested (Article VSection2.B.5)
Serve as a member of the Committee on Nominations (Article V, Section1.D.1.a)
Other Responsibilities:
File Committee Report to Senate electronically within two days of the meeting at which it is given (to US Secretary)
two days deadline in practice is desired, no deadline specifically stated in proposed revisions
Other duties as assigned by the committee informally or within formal operating procedures
Standing Committee Vice Chairs
Eligibility:
any member of the standing committee
Bylaws Responsibilities:
None
Other Responsibilities:
Assumes all duties and responsibilities of the chair in the absence of the chair
Other duties as assigned by the committee informally or within formal operating procedures
Standing Committee Secretaries
Eligibility:
any member of the standing committee
Bylaws Responsibilities:
Take minutes of the Standing Committee (Article V.Section2.B.3)
Post minutes within 8 calendar days of meeting (Article V.Section2.B.3)
Responsibility to ensure posting of minutes of any committees (sub or ad hoc) that reports to it (Article V.Section2.B.3)
Other Responsibilities:
As assigned by the committee informally or within formal operating procedures
Standing Committee Itself
Bylaws Responsibilities:
Committees do the work unless by 2/3 majority vote University Senate chooses to act as a committee of the whole (Article IV.Section1)
Committees shall establish their own operating procedures and file them with ECUS. (Article III.Section1)
Committees prepare comprehensive annual reports (Article IV.Section2)
Committees forming ad hoc committees (Article V.Section2.A.3)
Committee members that are not senators have voting privileges on committees (Article IV.Section4)
Committees should seek out and identify concerns in its area of responsibility (Article V.Section2.B.2)
Committee business can be initiated
by (Article IV.Section1)
(1) any committee member (2) ECUS (3) University President or (4) by a
written request to ECUS signed by at least three Senators
Other Responsibilities:

A list of responsibilities that committees may want to assign to officers or members
Scheduling meeting rooms, times, and dates for committee meetings
Supplying an electronic agenda for committee meetings including supporting documents under review (in advance of meeting)
Conducting meetings
Conducting forums
Completing Motion forms to get a motion on the floor of the University Senate
Ad hoc committee registry form submission
Advertising Meeting Times and Agenda to Campus Community, Reporting information to Campus Community
Maintaining a web presence to document committee work
