 RECOGNITION FOR SHARED GOVERNANCE ACTIVITY

 

At the Aug 27 ECUS meeting, this was drafted:

·                   Senator Pins will be one-time-in-a-career recognitions. Further, for each academic year, all incoming senators that do not already have a pin will receive one at the first meeting of the fall semester,

·                   Each Senator (except four VPs and University President) will receive a certificate at the conclusion of her/his term of service, noting that the six Presidential appointees and SGA President and Staff Council Chair have one year terms, while elected faculty have two year terms. These certificates will be presented at the annual governance retreat.

·                   Each Senate leader (Standing Committee Officers and elected Senators on ECUS) will receive a certificate for her/his service as an officer or ECUS member. These certificates will be presented at the governance retreat

·                   All non-Senators serving on standing committees of the Senate will receive a certificate at the conclusion of their term of service. These certificates will be mailed directly to the recipient.

·                   The University President will send letters to each Senator and to each non-Senator on Senate committees each fall

·                   Awarding of Senator Pins will be retroactive to the extent practical and feasible for all Senators serving from August 2002 to the present time.

Re:       Election of University Senators with 2007-2009 terms

 

It is time to consider the election of University Senators within your school.  As School Dean, you are responsible for the disposition of the following:

 

            (1)    Faculty determine the election procedure for University Senators representing the school.

                      Note:  University Senate Bylaws require

                                    (A) a secret ballot after open nominations.

                                    (B) the eligibility requirements to serve as an elected faculty senator are

                                            (i)  on the Corps of Instruction list used to determine apportionment

                                            (ii)  the completion of two years of service at the time (s)he takes office.

                                    (C) eligibility to vote is membership in the Corps of Instruction

            (2)    An email is sent to ecus@gcsu.edu no later than December 1, 2006 providing the:election procedure to be used in your school.

            (3)    The school election procedure is followed. 

and      (4)    An email is sent to ecus@gcsu.edu no later than February 1, 2007 providing the: election results.

(0)  Changes to the election calendar from the University Senate Bylaws revisions that took effect in August 2006.   There are two changes from last year.  One is the decoupling of the election process and election results.  The rationale for this is to have a election process in place prior to implementing the election.  The other change is asking for the election results one month earlier (February 1 rather than March 1).  The primary reason for moving up this deadline is to allow more time for the Committee on Nominations to prepare a slate of nominees for University Senate committees.

Relevant Board of Regent Policy and  University Senate Bylaws

 

BOR Policy Manual 302.02 CORPS OF INSTRUCTION  Full-time professors, associate professors, assistant professors, instructors, lecturers, senior lecturers, and teaching personnel with such other titles as may be approved by the Board, shall be the Corps of Instruction. Full-time research and extension personnel and duly certified librarians will be included in the Corps of Instruction on the basis of comparable training. Persons holding adjunct appointments or other honorary titles shall not be considered to be members of the faculty.

 

University Senate Bylaws Article II.Section2.A.1. By September 15, of each academic year, the Executive Committee shall obtain from the Office of Academic Affairs a list of the faculty in the Corps of Instruction. This list shall also show the academic unit, School or Library, where each Corps of Instruction faculty member is assigned.  Administrators who are members of the Corps of Instruction and serve on the University Senate by virtue of office shall not be included when calculating the apportionment based on this list. Using the faculty numbers represented on this list, the Executive Committee shall apportion thirty-four (34) of the University Senate elected faculty positions among the Schools and the Library. This apportionment shall be based on the percentage of the members of the Corps of Instruction (excluding administrators defined above) assigned to each of the Schools and the Library. The remaining two (2) University Senate faculty positions shall be elected at large by faculty members in the Corps of Instruction. Only Corps of Instruction faculty members counted in the numbers for apportionment of senators are eligible to vote for the thirty-six (36) University Senate faculty senators.

 

University Senate Bylaws Article II, Section 2.A.3. The faculty of each School and the Library shall determine how the faculty senators are elected in their respective academic unit.  Each School Dean and the University Librarian shall ensure that (1) a written description of the election procedures developed by their respective faculty for use in the spring elections is submitted to the Executive Committee no later than December 1 and (2) the election is implemented according to unit procedures with the results reported to the Executive Committee no later than February 1. These procedures and results shall be archived in an appropriate format.  The Executive Committee shall announce the results of the School and Library Elections to the University Community no later than February 6. 

University Senate Bylaws Article II, Section 1.A.2.  Elected faculty members must have at least two (2) years of service at Georgia College & State University at the time they take office and shall be elected for two (2) year terms. Faculty elections for the forthcoming academic year shall be held during the spring semester of the current academic year and shall take place in each academic unit by secret ballot after open nominations. It will be the responsibility of the Executive Committee to ensure that the terms for all academic units shall be staggered so that approximately one half of the University Senate membership changes in any given year. Elected faculty representation shall be limited to faculty in the Corp of Instruction.

University Senate Bylaws Article II, Section 1.A.3. Terms of service for University Senators shall begin with the call to order of the spring organizational University Senate meeting and shall end when their successor assumes office.  Vacancies that occur during a term of service shall be filled for the remainder of that term in the same manner as the original election or appointment
